Job Title: Natural Resources Manager
Department: Parks and Open Space
Classification: Exempt

Hiring Salary Range: $85,384 - $96,054/annual

Salary Range:  $85,384 - $128,086/annual


Position Summary: Responsible for the operations and management of the Natural Resources programs including the evaluation of natural resource conditions across city properties.  Develops and implements program goals, budgets and objectives for the Natural Resource programs including wildlife management, the forestry program, parks development review, wildfire mitigation and noxious vegetation management.  
Supervision Exercised and Received: Position works under the general supervision of the Open Space, and Trails Manager.  Supervises the City Forester, Parks Permit Coordinator and Wildlife Coordinator. 

Essential Job Functions:  
Natural Resource Management
Responsible for Natural Resource management within city boundaries and on City of Aspen Properties beyond the city limit.  Coordinates management of the City of Aspen’s natural resources including wildfire planning, forestry including the urban forest, parks development reviews, noxious vegetation management and wildlife management. Develops cooperative relationships with the public, governmental agencies, non-profit organizations, and community groups. Works cooperatively and in a leadership role with these entities to combine resources and maximize results for citizens.  Provides professional advice on natural resource issues to the Open Space and trails manager, Open Space Board, City Manager and City Council; make presentations to supervisors, boards, commissions, civic groups, and the public. Communicates official plans, policies, and procedures to staff and the general public. Answers customer’s questions, addresses public and civic organizations, which inform the public of natural resource plans, policies, and procedures. Prepares and maintains an inventory of all natural resources owned by the city.  
Operations and Management
Plan, direct and coordinate the operations and work plans for natural resource program areas; assign and prioritize projects; review and evaluate work methods and procedures and meet with staff and contractors responsible for maintenance functions. Responsible for a wide variety of planning, policy development, budget development, education, interpretation, and restoration projects; attend and be responsible for various board meetings. Determines work procedures and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations. Acts as an advocate and liaison in regional wildfire, wildlife, and noxious weed management.    Assists in the coordination of special events related to forestry, wildfire, wildlife, and noxious weed management. 

Supervision
•    Executes leadership and supervision responsibilities through sound judgment, focusing on quality improvement, managing, and resolving conflict, fostering a culture of accountability, clearly defining responsibilities and expectations, setting goals, providing motivation and performance feedback, recognizing contributions, and encouraging training and development.
Wildfire, Wildlife, and Invasive Plant Management 
•    Work with the Open Space and Trails manager to develop comprehensive goals for the management of the city’s natural resources. Lead, guide, and direct operations related to wildfire mitigation, wildlife management and invasive plant management on City of Aspen properties. Act as the City of Aspen representative for established regional groups, and collaborate with regional partners to manage wildfire risks, wildlife, and invasive plants. 

Development Review and Forestry Management
•    Serves as the City’s parks, open space, trails, forestry advocate in all development plans or amendments to development plans presented to the City for review.  Supervises, advises, and approves staff comments on development plans addressing the impact such development will have on the open space, parks and trail system. 
Budget
•    Assures that responsibilities and tasks of the wildlife, forestry, noxious vegetation management and wildfire programs are performed within budget. Performs cost control activities; monitors revenues and expenditures to assure sound fiscal control. Prepares annual and semi-annual budget requests. Assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.

•    Knowledge of principles and processes for providing customer services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
•    Knowledge of policies, procedures, and strategies to promote safety operations relevant to the Parks and Open Space Department.
•    Knowledge of and ability to use the materials, methods, and tools involved in the design, construction, or repair of city parks structures, trails, and other outdoor environment structures.

Minimum Requirements:
Education: Bachelor’s Degree in Ecology, Biology, Forestry, Natural Resource Management, , Planning,  Public Administration or related field.  
Experience:  Three years of progressively responsible professional experience in natural resource management, including one year of supervisory experience.
Technical Knowledge: Must be proficient with Microsoft Word, Excel and Email. 
Licenses & Certifications: Must possess a valid Colorado Driver’s License or be able to obtain one within 30 days of start date. 
NOTE:  This position requires a Criminal Background Check upon hire.  Employment is contingent upon successful completion of a Criminal Background Check. 
Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.
Preferred Candidate: 
Has experience working with Geographical Information Systems (GIS).  
Position Type and Work Hours: Regular full time, 40-hour work week, Monday through Friday, hours may vary with workload. Flex time considered, dependent on business needs.
Evenings/Weekends: Evening meetings will be required in addition to or instead of normal hours.  Saturday or Sunday may be required on occasion for special events or programs.
Work Environment:  
•    Indoors: Office environment.
•    Outdoors/Off-Site: Meetings, trainings, and conferences at a variety of city facilities and areas.
